The Problem

What fails without this service.

Performance decline in public transport systems follows a recognisable pattern. A system launches with reasonable on-time performance. Over 6 to 18 months, reliability erodes. Departure adherence at terminals drops. Running times are exceeded because timetables were never revised. Dispatch discipline collapses as drivers learn that running late carries no consequence. Ridership falls. Revenue declines. Political pressure builds.

By the time recovery work begins, the operational failure has become multi-layered. There is no single fix. Tightening dispatch without revising the timetable produces no improvement. Revising the timetable without fixing dispatch discipline produces no improvement. Addressing both without resolving the underlying control authority issues produces temporary improvement that reverses within weeks.

Performance recovery requires a systematic diagnostic before any intervention — and a structured, sequenced recovery plan that addresses root causes, not symptoms.

Performance recovery is the most operationally intensive service we deliver. It requires simultaneous intervention across schedule design, dispatch practice, control authority, and institutional accountability — because performance failure is almost never caused by a single factor.

We begin every recovery engagement with a diagnostic, not a prescription. The failure pattern visible in OTP data is a downstream signal. The causes sit upstream: in the timetable, in the depot, in the control room, in the governance structure. Treating OTP directly — by pressuring drivers to run faster, for example — produces no lasting improvement and often worsens safety.

Our diagnostic process takes two to three weeks and produces a root cause map that identifies where, specifically, the system is failing and why. The recovery plan is built from that map. Interventions are sequenced so that each one builds on the last.
